In the paper the general trends in the organization of educational communications related with open content development in educational network communities in different cultural environments are discussed, taking into consideration the socio-cultural characteristics of educational systems.

The paper deals with the competitiveness of an application software product. Algorithm for estimating competitiveness of an application software product based on analysis of existing estimation techniques products. The algorithm includes a set of criteria to assess the procedure for calculating and analyzing the integral index of competitiveness the integral index of competitiveness.

The paper describes a new method of constructing semantic expansions of search requests (of generalized character) for improving the results of Web search. This method is based on the theory of K-representations - a new theory of designing semantic-syntactic analyzers of natural language texts with the broad use of formal means for representing input, intermediary, and output data. The stated approach is implemented with the help of the programming language «Java»: an experimental search system AOS (Aspect Oriented Search) has been developed.

The article describes an approach to automatic retrieval of parallel collocations (that means collocations and their translations to another language). The method is based on the comparsion of syntactic tries of two parallel sentences. The key feature of the described method is set of filters that help to get more precise results.

The article is viewing problem of automatic identification of a natural language of the text. The statistical model of texts in natural language are suggested. The algorithms of definition of a natural language of the text is offered

The software package for generating infinite and finite families of connected transitivegraphs with degree four is described. Those families cover all known graphs up to30 vertices.Main feature of software is the catalog of families based on the characteristics of symmetry, structural complexity, and visualization of symmetric diagrams of graphs. The package ex­tends the functionality of integrated research environment «Graph Model Workshop» and is used to solve problems that require synthesis of transitive topologies of systems.

The article deals with organizational maturity evaluation. A method of organizational maturity evaluation based on the Business Process Maturity Model (BPMM) is proposed. The method allows organizations to assess maturity of their business processes. An approach to the implementation of the method is also presented.

In the paper a technology of maintenance requirements quality control for organizationalstructures– mass service providers is examined. The technology covers the stages of design andapplication of information business systems. Such technology is applicable for organizational structures that perform activities based on repetitive services providing.

In the relations associated with application of a digital product in Internet environment various subjects participate. In the article a legal classification of such information subjects as service providers is offered. A comparative legal analysis of the information legislation of Russia, laws of the USA and positions of the Instruction on electronic trade of the European union 2000/31/EC is carried out. It is underlined that introduction of additional criteria for existing legal classification of the persons rendering Internet services, associated with particular services and functions, is necessary.
